Indoor Air Pollution Workshop 13 th - 17 th

Charcoal producers meet 28 th - 29 th
Charcoal producers from ten major producing districts in the Country met to devise workable and sustainable ways of producing charcoal. These include Kamuli, Kayunga, Kiboga, Luwero, Masindi, Mpigi, Mubende, Mukono, Nakasongola and Wakiso.

Donor Working Group on Energy
The Donor community with key support in the energy sector and the MEMD are lobbying for an Energy Sector-Working Group (ESWG). This approach will broaden the notion of impact beyond scope of one specific donor and focus on the combined impact of government, all donors within the sector, the private sector and all stakeholders. As a result, donors stop supporting specific activities and co-finance a policy with the government and other donors. An Energy sector-working group is a potential forum to mainstream the energy sector and is helpful for strategies like basket funding for the sector. This forum is also vital for the donor community to avoid duplication of funding. It is a concerted effort by the donor community, which results into a major out-put in the sector. However the challenges in establishing this forum for the energy sector is the fact that energy has for so long been neglected as a focal area. It is generally not given its due attention in the country. However, as a sector, Energy contributes to poverty alleviation, attracts investments, generates revenue through taxes on petroleum products and electricity as well as contributes greatly to the modernisation of agriculture, which are some of the requirements for a sector-working group. Therefore, the establishment of the ESWG should not suffer further delays.

Media Sensitisation workshop:
Through dynamic and clever initiatives, the media contributes to the efforts of the Government and reinforces the work of the Ministry of Energy and Mineral Development, the civil society, the private sector and the donors in the energy sector. This was concluded at the Media sensitisation workshop that was held on the 21 st January 2005 at the Ranch on the Lake Hotel in Kampala.
The workshop was an effort of the Energy Advisory Project in the Ministry of Energy and Mineral Development to establish a network with the media.
The objective of the workshop was to not only to sensitise journalists about energy, but also to empower them to report on energy related issues more often and more accurately than they have been doing.
This comes as a realisation that in solving energy problems, jo urnalists are not a means to the solution but a part of it. By simply informing the public, the media solves some of the energy needs of the country.

Solar / Biomass Hybrid Dryer:
The Energy Advisory Project developed a highly effective hybrid dryer. The dryer uses both solar and biomass energy, making it reliable for drying both day and night and all year round. For biomass, it uses the rocket elbow fire chamber, which is synonymous with biomass efficient technologies.
According to Doron Callies a German intern working for GTZ who designed the dryer, unlike other driers, it takes less time and energy and can dry a tonne of fruits in about twelve hours. This means that the technology will help reduce the massive post-harvest losses of fresh produce. The dryer will help the fruit export sector explore more markets.
The dryer can be constructed using locally available materials.
HIV/AIDS STAFF WORKSHOP
• A one-day AIDS sensitization workshop for the Ministry staff was held on the 2 nd December in Kampala. The honorable State Minister Mr. Daudi Migereko joined the members of staff at this workshop to mark the World Aids day.
• Artisans from Bushenyi, Kanungu, Mbarara and other surrounding areas will be trained on how to construct improved institutional stoves. The workshop will be held in Bushenyi district on 6 th - 9 th December. The objective of this training is to introduce the wood saving stove to schools, hospitals, prisons, hotels and all institutions in these areas especially Bushenyi, which is hard, hit by a firewood scarcity. This, as several others, is one of the Energy Advisory Project's capacity building workshops.

From the 22 nd - 25 th , a retraining for stove artisans was conducted in Kabale. This was a result of evaluation statistics, which showed that the stoves previously built by these artisans needed improvement. The Ministry with the support of GTZ- Energy Advisory Project embarked on trainings as this to ensure that what is disseminated as an efficient technology is to the required standard

A stakeholders' workshop on improved wood fuel stoves was held between 26 th -29 th. One of the Energy Advisory Project's objectives is to work closely with all stakeholders to stimulate strategies that address the energy needs of energy users. The Ministry with the support of the Energy Advisory Project (GTZ) has developed improved models of stoves and other biomass technologies. Seventeen technical instructors from fourteen technical colleges and institutions were trained on Solar PV technology. Solar has not been part of the institutions' curriculum yet it is an important aspect in the energy sector. Training of these instructors by the Energy Advisory Project in the Ministry is therefore a step to ensure that the solar component will be integrated into the technical school curriculum. At the end of the training, the instructors were given solar kits, which they can use for training purposes

• A refresher course for stove technicians of Integrated Rural Development Initiative (IRDI) who are community workers was conducted. This was as a result of the evaluation of the Energy Advisory Project activities, which revealed that the stoves disseminated especially in the areas of Kabale, Kanungu and Bushenyi communities met some challenges. The training took place at the Uganda Industrial Research Institute in Nakawa.
• New charcoal studies show signs of diminishing supply of charcoal from Masindi District one of the most important suppliers to Kampala, the biggest consumer of charcoal in Uganda, with an estimated amount of 200,000 tons per year. Ministry under the Energy Advisory Project conducted two biomass related surveys in Kampala and Masindi to update data both on the supply and demand side. The study about charcoal inflow to Kampala was aimed at doing a follow up study on the survey conducted by the EC Financed Natural Forest Management and Conservation Project in 1995 (ESD Study) charcoal of Kampala. The survey shows that in the last ten years the total consumption in Kampala has increased upto 300,000 tons per year, which means a rising consumption of about 50% in the last decade. This is even more than the Kampala population growth rate of 3.9% per annum. According to this survey, the five most important supplying districts for Kampala were Luwero (25.3%), Nakasongola (14.5%), Kiboga (13.6%), Mpigi (10.8%) and Masindi (6.9%). The other survey aimed at updating the data from the National Biomass Study for some parishes in Masindi District, which are participating in the Sustainable Charcoal Production and Licensing System (SCPLS) to provide a more profound basis for further steps towards licensing the charcoal production.
